Taking harmonyDECIDE Public

I propose we do this reasonably soon - around the same time we move to the Discord - as I think everything works quite well. The only minor issue we have currently is some items are displaying incorrect times on the activity stream, and I think I'll have that fixed by tomorrow (or at least definitely understand the cause by then).

We have already undertaken a few decisions and I think it has gone quite well.

Does anyone have any thoughts on anything else we should get done before "going public" with the test?

It would still be a test initially, mind - we aren't quite ready to call this a proper launch yet!
