Debates are discussions which may lead to other kinds of decisionmaking.

For example, we might consider whether or not we need to make modifications to the Party website, which is within the remit of the Operational Working Group. Or, for another (fictional) example we might consider whether a new process in use in the South West Britain Assembly has value for the rest of the Party, necessitating a review of the Party Constitution.

Through debate here we can determine which courses of action are available to us, and then select from a series of proposals which to carry out, eventually creating a participatory process to track the labour.
